Developer Phil Sadowski founded the city in the early 1950s and incorporated it 1957. Originally known as Shelter Key, of the Fat Deer Keys it was later renamed as the City of Key Colony Beach. Its origins were almost one hundred acres of low laying island with a sandy beach on the ocean side. The land was marginal and it flooded in periods of high tide. The developers dredged the surroundings to extend the small island on both the south and east. Eventually, it spread even to the north and measured almost 400 acres. At the time of incorporation there were just eleven freeholder families living here.
